Power outage and environmental justice in Winter Storm Uri: an analytical workflow based on nighttime light remote sensing

This paper introduces an analytical workflow utilizing NASA's Black Marble nighttime light images to detect power outages during the 2021 Winter Storm Uri. The study reveals the unequal impact on Latino/Hispanic communities by analyzing the correlation between power outages and disadvantaged populations. Gain insights into the importance of timely power outage assessments and the need for environmental justice in severe weather events.
